Source hierarchy

Material requirements must be supported by current statutes, regulations, adopted codes, ordinances, permit documents, utility or pretreatment program materials, or official agency guidance. Secondary sources may help explain context but cannot establish a requirement.

Jurisdiction and role

Each publication must state the jurisdiction, activity, operator role, waste destination, and effective or review date it covers. State-level copy must not imply that local plumbing, sewer, health, disposal, or business requirements are uniform.

Professional review

Legal, engineering, plumbing, environmental, sanitation, fee, penalty, and safety claims require review by a person qualified for the subject and jurisdiction. Reviewer identity and review date must be shown; anonymous organizational authorship is not a substitute.

Corrections and AI use

AI-assisted drafts are treated as unverified notes. They are not published merely because they contain citations. Corrections should be documented, affected pages re-reviewed, and indexing or AI-discovery files updated promptly.
